Binance.US Reportedly Plans CFTC License Bid to Launch Prediction Markets

Binance.US will reportedly apply to the Commodity Futures Trading Commission (CFTC) next month for the exchange license it needs to run prediction markets for US customers.
CEO Stephen Gregory gave the timeline on stage at the Rare Evo conference in Las Vegas, journalist Eleanor Terrett reported. No filing has reached the agency yet. Prediction markets let traders buy and sell contracts whose payout depends on the outcome of a future event, turning questions about elections, sports or economic data into tradable instruments.
BeInCrypto contacted Binance.US and the exchange declined to comment beyond the CEO’s remarks at Rare Evo.
Why the DCM License Matters
A designated contract market (DCM) is the CFTC’s main license for venues that list futures, options and certain event contracts. Without one, a platform cannot legally sell those products to US traders, which is why the filing is a prerequisite rather than a formality for Binance.US.

Applicants must satisfy 23 core principles under the Commodity Exchange Act, covering market surveillance, financial resources, conflict-of-interest controls and system safeguards. Reviews frequently stretch across several months, and the CFTC can request changes to a venue’s rulebook or technology before granting approval.
The bid caps a long repair job. Regulators walked away from the dismissed lawsuit against Binance.US in 2025, freeing the exchange to rebuild its product line, restore banking relationships and court traders who had drifted to competitors during the legal uncertainty.
The Field Is Already Crowded
Trading across CFTC-designated venues passed billion in 2025, and demand for event contracts keeps widening. Exchanges certified roughly 1,600 of them that year, against 131 in 2021, a sharp jump that shows how quickly the category has moved from niche to mainstream.
Kalshi leads that volume, and Polymarket now competes onshore. Gregory would therefore enter a market where established rivals hold most of the liquidity, the ingredient that keeps spreads tight and draws in new users.
His answer is bundling. Prediction markets sit alongside planned perpetual futures and aggressive fee cuts in the exchange’s move beyond spot trading, a strategy aimed at giving traders more reasons to keep their balances on one platform.
What Comes Next
The CFTC is still rewriting its own rules. It proposed a fresh framework for event contracts on June 10, and that comment window closed on July 27, meaning the ground rules could shift while any application is under review.
State regulators remain the harder obstacle. Sports and political contracts have already drawn state lawsuits against prediction markets in multiple jurisdictions, and a federal license would not automatically settle those disputes.
Approval would hand Binance.US a product its larger US competitors already sell. The August filing is the first checkpoint on a road that runs through both federal review and a patchwork of state challenges.
