How the crypto bill changed by the second reading: 9 main differences

At its meeting on June 23, the State Duma's relevant committee on the financial market plans to study the bill "On Digital Currency and Digital Rights." The discussion, according to media reports, was announced by the head of the financial market committee Anatoly Aksakov. Lawmakers are now actively preparing the document's wording for the second reading. However, the current version already differs significantly from the April variant.

The updated text reached the press before its official publication. There are no fresh files on the State Duma's SOZD portal yet. The latest official data relate to the spring first reading. Therefore all the changes described below are preliminary in nature. The information should be assessed carefully until the final release comes out.

Recall that the first version of the bill also leaked online a few days before its official introduction. The leaked document turned out to be real.

New rules: key changes in the bill by the second reading

The presented innovations rely exclusively on unofficial press materials. The original draft envisaged total state control over all transactions. The authorities required operations to be carried out strictly through licensed intermediaries. The new version partially legalizes mechanisms familiar to the market. In addition, officials plan to noticeably expand their powers in crisis situations.

A special regime for cryptocurrency circulation to protect against sanctions

The main innovation was a special article on the government's rights. The cabinet of ministers will be able to introduce a special regime for working with digital assets. This will require the consent of the Central Bank and the security agencies. The name of the specific security agency is absent from the text.
