Binance Could Return to the UK with New Licence

Binance is preparing to return to the UK after several years on the sidelines by seeking authorization under the country’s new crypto regulatory framework.

The move would mark a significant shift for the world’s largest cryptocurrency exchange, which has spent recent years rebuilding its compliance program following regulatory actions in multiple jurisdictions.

Binance Targets UK Market Under New FCA Rules

According to The Telegraph, Binance plans to apply for authorization from the UK Financial Conduct Authority (FCA) once applications open on September 30, 2026. The new regulatory regime is scheduled to take effect on October 25, 2027, creating a formal licensing framework for crypto firms operating in Britain.

The UK’s upcoming crypto regime will require exchanges to establish a physical presence in the country, demonstrate strong governance, and satisfy strict authorization and compliance standards.

As part of its application, Binance is expected to establish a UK-based board, aligning its corporate structure with the FCA’s new requirements.

The application represents Binance’s most serious effort yet to regain access to one of Europe’s largest financial markets after years of regulatory setbacks.

A Return After Years of Restrictions

Binance’s relationship with UK regulators has been strained since 2021, when the FCA prohibited Binance Markets Limited from conducting regulated activities, stating that the company was “not capable of being effectively supervised.”

Although Binance continued serving UK customers from overseas, its position became more challenging in 2023 after changes to the UK’s financial promotion rules prevented it from onboarding new British users through its local marketing arrangements.

The planned license application signals that Binance believes its compliance framework now meets the regulator’s higher expectations.

A Binance spokesperson told The Telegraph that the exchange has “zero tolerance for sanctions violations or illicit activity” and rejected allegations that it knowingly facilitated transactions involving sanctioned entities.

The company added that since 2024 it has “transformed and built a best-in-class compliance program that leads the crypto industry and continues to grow stronger.”

Compliance Takes Center Stage

Binance’s renewed UK ambitions come after a turbulent period for the exchange.

The company paid $4.3 billion to settle US criminal and regulatory investigations in 2023, while founder Changpeng Zhao served a four-month prison sentence in 2024 after pleading guilty to anti-money laundering violations.

More recently, Binance has denied reports alleging it knowingly enabled sanctioned Iranian entities to use its platform. The exchange has rejected those claims and continues to emphasize its investments in compliance, sanctions screening, and anti-money laundering controls.

The UK application will likely test whether regulators believe those reforms are sufficient under one of the world’s most comprehensive crypto licensing regimes.

What Comes Next?

Binance cannot begin operating under the new framework until it successfully secures FCA authorization, making the application process a closely watched milestone for both the company and the broader crypto industry.

With applications opening in late September and the regime becoming fully effective in October 2027, the UK’s licensing decisions could influence how other global exchanges approach one of Europe’s most important digital asset markets. For investors and crypto businesses, Binance’s attempt to re-enter Britain will serve as an early indicator of how rigorously the FCA intends to enforce its new regulatory framework.
