Such a person purposefully stirs up negativity around a coin, a project, or the entire market in order to cause anxiety among other holders and push them toward hasty decisions.

A FUDster's tools are varied: exaggerated rumors, selective presentation of negative news, an emphasis on risks without context, predictions of collapse without justification. Sometimes there is calculation behind this: by sowing panic, one can provoke a sell-off and buy the asset cheaper, or, on the contrary, divert attention from a competing project.
